Fold throughout, previous owner's name inside front cover and pages showing some signs of fingering but basically clean and sound. Despite the dry title, this is a robust - extraordinary rant against Harrogate's Municipal Council based on an analysis of its accounts. In doing so, it presents a host of detail regarding local developments, including accounts of income and expenditure for Harrogate's famous spa waters and pump rooms. There's a whole section on 'the legal parasite': "a happy biting ground for the ever-voracious and never satisfied legal gentry....scarely possible to scrutinise the accounts of any committee without finding the tooth prints of a robust legal bite". Analysis includes The Harrogate Corporation Act of 1911, and, intriguingly, local illegal trowels.
